You could get it with the deployment of patch 6.1.1.1 by signing up for the Twitch Turbo "Free 30-day trial". All you had to do was link your Twitch, Amazon and Blizzard accounts to get the heroin. Unlocking it also allowed you to retrieve a card back through Twitch Prime.
In a post published on the official Blizzard forum in April last year, former Hearthstone's Lead Producer Yong Woo announced that Tyrant would eventually be offered to all those who missed it. No additional information had been given since then, and we were still waiting for his return to the game.
