Something is absolutely certain: Sett is going to change the overall gameplay of the toplane. Volibear's rework is also coming, which should have a direct impact on the meta. However, a lot more changes are going to impact the meta that is currently heavily centered on the mid and the botlane.

Looking closely at the first buffs and nerfs introduced with patch 10.1, it seems that Riot is also aiming at some changes on the Support champions.

Buffed

Alistar

• Base HP increased: 573.36 → 575
Base Damage increased: 61.1116 → 62
AD per level increased: 3.62 → 3.75

Passive — Triumphant Roar

• Heal increased: 20-139 → 25-161

Azir

R — Emperor's Divide

• Damage increased: 150/250/450 → 175/325/475

Corki

R — Missile Barrage

• Damage increased: 90/115/140 → 90/125/160

Ezreal

Q — Mystic Shot

• AD ratio increased: 110% → 120%

Jayce

Cannon Q — Shock Blast

• Damage increased: 55/105/155/205/255/305 → 55/110/165/220/275/330

Kalista

• HP per level increased: 89 → 100
Armor per level increased: 3.5 → 4

Garen

E — Judgement

• Damage from champion level increased: 0-6.6 → 0-8.2

Gnar

Mega Q — Boulder Toss

• AD ratio increased: 120% tAD → 140% tAD

Mega W — Wallop

• Damage increased: 25/45/65/85/105 → 25/55/85/115/145

Graves

E — Quickdraw

• Cooldown lowered: 18/17/16/15/14 → 16/15/14/13/12

Nami

E — Tidecaller's Blessing

[New] Now empowers basic attacks AND spells
[New] Tooltip now notes: "Deal 33/35/37/39/41/43/45/47/49/50/52/54/56/58/60/62/64/66% damage to non-champions when empowering Area of Effect spells."

Sejuani

• HP per level increased: 95 → 100

E — Permafrost

• Damage increased: 40/80/120/160/200 → 40/90/140/190/240

Shyvana

Passive — Fury of the Dragonborn

• "Shyvana passive now gains a stack with Elder Dragon "
• "Cloud Dragon now increases fury gains on Shyvana by the same amount of Ult CDR it grants (cause her ult has no actual cooldown)"

Balanced

Sylas

• Base HP lowered from 585 to 525
• HP Per Level increased from 95 to 115
• Base Armor lowered from 32 to 27
• Armor Per Level increased from 3 to 4
• MR lowered from 39 to 32
• MR per level increased from 1.25 to 1.75

Passive — Petricite Burst

• Max charges increased from 2 to 3
• AOE range lowered from 400 to 300
• Primary target damage AP ratio increased from 20% to 25%

Q — Chain Lash

• Base damage changed from [45/70/95/120/145 (+60% AP)] to [60/70/80/90/100 (+40%AP)]
• Secondary damage changed from 45/70/95/120/145 to 40/85/130/175/220
• Slow changed from 15/20/25/30/35% to 25% at all ranks
• Slow duration lowered from 2s to 1.5s
• Cooldown increased from 9/8/7/6/5 to 10/9/8/7/6

W — Kingslayer

• Cooldown changed from 14/13.5/13/12.5/12 to 14/12.5/11/9.5/8
• Mana increased from 45/45/50/55/60 to 80/90/100/110/12070/80/90/100/110
• Damage increased from [65/100/135/170/205 (+65% AP)] to [65/115/165/215/265 (+85% AP)]
[Removed] Damage amp when enemy below 40% health
• Base healing changed from [70/90/110/130/150 (+50% AP)] to [30/60/90/120/150 (+60% AP)]
• Healing amp at >40% health lowered from 75% to 50% [meaning max heal is double base healing]
[Changed] heal always goes off, no longer need to hit a champion to heal

E — Abscond / Abduct

• Cooldown changed from 14 at all ranks to 14/13/12/11/10
[Removed] no longer grants a shield
• Damage increased from [70/85/100/115/130 (+20% AP)] to [80/130/180/230/280 (+100% AP)]

Nerfed

Heimerdinger

W — Hectech Micro Rockets

• Damage per rocket lowered: 60/90/120/150/180 → 50/80/110/140/170

Kassadin

• Base movespeed lowered: 340 → 335

Shaco

E — Two-Shiv Poison

• Mana cost increased: 50/55/60/65/70 → 65 at all ranks
• AD ratio lowered: 80% bAD → 70% bAD
• AP ratio lowered: 60% → 55%

Zyra

E — Grasping Roots

• Vine Lasher slow potency lowered from 30% to 25%
[New] "Slows from multiple Vine Lashers stack up to 2 times."
