It was about time to finally bin the Repeating Crossbow. This deeply useless item was nothing except an annoyance on our board. The Last Whisper that's going to replace it seems in theory much more interesting to build in order to melt these three-stars unkillable berserkers (we see you Sion).
On the other hand, the replacement of Thornmail is a bit more disappointing even though the Bramble Vest appears really fun to play with. Don't worry though, transforming Braum into an iron wall will still be possible — and it might even be completely overpowered.
Since Bramble Vest renders Phantom Dancer completely redundant, the item is also going to be replaced... by the Titan's Resolve. In a meta that favors Red Buff and Morellonomicon to counter lifesteal, a 2% damage stackable doesn't seem that good on the paper, even if it grants MR and Armor.
New Items
Keep in mind that the following items will replacethe previous ones.

Last Whisper (replaces Repeating Crossbow)
[UNIQUE] Critical hist reduce the target's Armor by 90% for 3 seconds. This effect does not stack.

Bramble Vest (replaces Thornmail)
Negates bonus damage from incoming critical hits.
When the wearer is hit by a Basic Attack, a hail of thorns hits nearby enemies for 80/120/160 magic damage (once every 2 seconds max).
Scales with wearer's Star Level.

Titan’s Resolve (replaces Phantom Dancer)
When the wearer is hit or inflicts a critical hit, they gain a 2% stacking damage bonus, up to 100%. At 50 stacks the wearer gains 25 Armor & MR and increases in size.
Updated Items
We don't have the words to express how surprised we are. These updates will transform the following low tier items into incredibly strong ones. If they ever get shipped in this form to the live servers, our games are definitely going to be shaped quite differently...
Iceborn Gauntlet
Old: Creates a zone of ice that expands when the wearer Dodges, slowing enemies' Attack Speed by 25%.
New: After casting a spell, the wearer’s next Basic Attack freezes the target for 1.5 seconds.
Quicksilver
Old: Prevents the next crowd control effect applied to the wearer. Refreshes every 3 seconds.
New: [UNIQUE] The wearer is immune to crowd control effects.
Frozen Heart
Old: Reduces the Attack Speed of nearby enemies by 25%(Stacks).
New: Reduces the Attack Speed of nearby enemies by 40% (stacking increases the radius of this effect).
Locket of the Iron Solari, Statikk Shiv, and Luden’s Echo
Damage/Shield now scale based on the wearer’s star level.
• Locket of the Iron Solar Shield:
300 → 250/275/300
• Luden's Echo:
150 → 120/160/200
• Statikk Shiv:
100 to 3 targets → 80 to 3/4/5 targets
Ionic Spark
Old: Whenever an enemy casts their Ability, they take 90 true damage.
New: Enemies within 3 hexes that cast a spell are zapped, taking magic damage equal to 200% of their max Mana.
Balance Changes

Proc chance: 25% → 20%
Morellonomicon
Burn Damage: 20% → 18% Max HP
Red Buff
Burn Damage: 20% → 18% Max HP
