Blizzard now prevents you from getting a third copy of a card, and this for all rarities:

"As of today, you will not receive more than two copies of a community card, rare or epic, unless you already have two copies of all the cards of this rarity in the corresponding set. Making a card counts as a acquisition, and any cards you get and later disenchant (whether golden or not) are also taken into account, so if you get an unwanted card, you can disenchant it, and you won't receive it again before you have all the cards in that rarity and set. This change already applies to the card decks you own, but does not affect the distribution of rarities in the card decks. "

A free deck will also be offered to each new player or player who has not connected for 4 months or more:

"If you are new to the game, or have not played for a long time, we want to help you get back in the game. Beginning today, newbies who are above the ranks of new player will receive a free deck of the class of their choice, consisting of cards of the year of the Dragon! This offer is also valid for players who have not connected in the last four months (the free deck is only available for players who have not logged into Hearthstone for 4 months from March 17, 2020, up to one deck per account). "

The anti-duplication system is extended to common, rare, and epic cards

With the anti-duplication system, you couldn't get a second copy of a legendary card. Starting with the next expansion, this protection will be extended to all rarities, making it easier for you to get all the cards in an expansion!
