How to unlock Eureka in FFXIV
Eureka can be accessed by talking to Rodney in Kugane ( X: 8.5 Y: 14.2) after completing the quest "And We Shall Call It Eureka".
This quest is given by Galiena in Rhalgr's Reach (X: 9.7 Y: 12.5) and will take you to Kugane.
