The Tier 0 set is an armour set consisting of items dropped by the bosses of various max-level dungeons, including Stratholme and LBRS. The Shaman's set is known as The Elements.

The first notable armour sets that players will come across in WoW Classic are the Tier 0 sets, which are better known as T0. The Shaman's T0 set is called The Elements and primarily increases the effectiveness of the Elemental and Restoration specs.
