As a result of events kept secret, within six months of the end of Wolcen's story, Nobles appointed you regent of the city. You'll have complete freedom to guide the city's reconstruction efforts, but you'll have to pay for all this out of your own pocket ! But you'll enjoy significant benefits, and when everything is rebuilt you'll be rich. But it will take tens of hours of farming to get there, we hope you are ready.
Save money
If you read this guide before you're done with the campaign, or even before you start, you're in luck! You should know that Gold and Primordial Affinities will greatly limit you in rebuilding the city. We strongly advise you not to spend them lightly during the campaign. They can only bring you minimal and temporary benefits in general, even if you cross paths with the special merchant.
Items and gems replace quickly, and upgrading your skills in levels is a waste of time, as they always end up being more or less fixed on your level because of the way the experience works, even if you take a new level 1 skill, or if you spend it all in the same one. Having a large stock of gold and essences when the Stormfall World Champion is unlocked will probably save you a lot of time.
If it's already too late, watch your spending, sell items with the low-level gems instead of removing them. And favour buildings that improve the gold yield for example.
Doing things in order
It soon becomes apparent that some buildings need to be built first in order to move on to more advanced projects. You are forced to start with Stormfall Palace - Training Facilities, marked by its big yellow icon in the top right corner. You will then have to work on several productivity upgrades, as well as improvements to the palace (Planning Committee). The 2 combos will allow you to improve many things at the same time without requiring thousands of hours of gameplay.
Later on, you should restore the Seekers Garrison, the Renovate Shipyard and the Primordial Institute. All 3 combinations will allow you to obtain projects that will bring you gold as well as affinity, which will feed your other constructions.
You can then tackle projects that give you personal bonuses, with top priority being given to the Stormfall Institute (West) to finally unlock your 5th skill location.
Optimize productivity
As stated above, the priority is to renovate the Palace to achieve better Basic Productivity. But you also have a very powerful tool to speed things up: your combat performance. By completing mandates and expeditions, you'll advance one turn, but by increasing the difficulty in different ways you'll apply multipliers.
The higher the level of the expedition, the higher the production multiplier will be (as well as the rewards, but that's not the point). Adding up to 5 modifiers to 2500 gold will also multiply it. The same is true if you continue the expedition in the next levels. And that's the key point, this will not only improve the multiplier, but also unlock higher level expeditions for the next few times. So you'll climb up and up until you reach expeditions of level 100 and above with titanic multipliers.
You can also improve productivity from the Stormfall management screen. You can launch Productivity Bonus Missions from the Research Barracks and other locations, which will give you a temporary +25% bonus. And that's not all. All renovated buildings offer a cumulative Productivity bonus to the town, usually 5 or 10, which is a good way to speed things up in the long run, if your resources allow. With all this, getting several thousand productivity points at the end of a shipment is not impossible.
Important note : It's advisable to have several projects at the same time, Productivity applies to all of them at the same time, at the same ratio. It's not a queue, it's simultaneous. It's therefore better to try to fill it with as many small projects as possible. However, don't throw your gold through the windows with random armor missions.
Reap the benefits
Once the reconstruction is well underway, you should finally be able to collect your due. Some projects will only be accessible very late, but besides the West Wing and its 5th skill, there are other valuable things such as changes in merchant prices and the search for gold.
You will also be able to launch harvesting missions with researchers and diplomats, in case of success (or semi-success), they will bring you gold, affinity, rare items, gems, legendary modifiers, etc.
In order for your character to be very well equipped, the black market will also have to be renovated, but it clearly looks like it's designed for very high level characters.
