This list of NPCs in Pokémon Brilliant Diamond and Shining Pearl will help you on your adventures, whether you're looking to collect everything you can, or trying to bulld the best possible team.
The Move Tutor
If you've deleted a move, or caught a Pokémon that should have had a specific move in earlier levels, you'll want to speak to the Move Tutor.
Found in Pastoria City in a house by the lake, he'll offer his services in exchange for a Heart Scale.
A second Move Tutor, with more powerful moves, can be found in a house at the bottom of Route 228, while a final Move Tutor for Draco Meteor is found in a house on Route 210.
The Name Rater
The Name Rater does exactly what the title suggests - judging your Pokémon naming capabilities, and then offers you the chance to change it should you wish.
They can be found in the condominium building to the right of the Poké Mart in Eterna City, on the first floor.
The Move Deleter
While we don't need to teach the likes of Surf and Rock Smash to Pokémon to be able to use them outside of battle, there are still some that need to be taught. Flash is a good example, especially if you want to go into the Wayward Cave.
To get rid of these moves without leveling, head to the Move Deleter. You'll find them in the house north of the Poké Mart in Canalave City.
The Pokémon Nursery Owners
This pair will be incredibly useful to you, especially in the post-game. Not only will you need to visit in order to obtain Eggs, such as Phione, they're a key component in the Masuda Method of obtaining shiny Pokémon.
You'll find them in the north of Solaceon Town.
The EV Specialist
This character is useful when you need to know if your Pokémon has reached its maximum EVs (Effort Values). You'll find her in the Sunyshore City Market.
If she gives you an Effort Ribbon, you're good to go.
Note that you can also see your EV progress in the Skills section of the Pokémon's Check Summary menu. There are no precise values, so you'll need to calculate EVs using external tools or by counting the number of drinks you've given them.
Each Pokémon can only have a maximum of 510 EVs, or 51 drinks.
The Friendship Specialist
Certain Pokémon evolve at a degree of Happiness, so it's a key mechanic. There are three ways to assess this happiness.
The first is through a woman in the Pokémon Center in Eterna City. She'll give you the Friendship Checker app for your Pokétch.
She can also assess the happiness of your Pokémon by speaking to her and interpreting her clues.
The third is to speak to the President's wife in Pokémon Fan Club in Hearthome City.
The IV Judge
Originally introduced in Pokémon X and Y, a Judge IV function can be obtained in Brilliant Diamond and Shining Pearl.
To get it, head to the Battle Tower from Snowpoint City after you've become Champion and speak to the man beside the PC on the right side.
Much like Friendship, IVs are rated based on what is shown on the screen.
The Hyper Trainer
Hyper Training is a feature that allows you to virtually set the IVs of your Pokémon to 31.
To access it, head to the Battle Tower and speak to the NPC next to the PC. He'll offer to train your Pokémon in exchange for Bottle Caps.
The Museum Scientist
The Scientist with the white coat inside the Oreburgh City Museum will reanimate fossils you find in the Grand Underground into Pokémon.
The Underground Man
An old man in Eterna City will give you the Explorer Kit, allowing you to explore the Grand Underground.
If you follow his tutorial missions, you'll unlock more features of the area and earn some rewards.
The Honey Seller
See all those sandy colour trees on your adventure? If you slather them with Honey, you can capture wild Pokémon.
Speak to the man just inside Floaroma Meadow to purchase more Honey.
The Pokétch Company President
Finding the three clowns for the Pokétch Company President in Jubilife City will net you the Pokétch.
Returning to see him once you have three Gym Badges nets you the Marking Map, allowing you to track Roaming Pokémon such as Cresselia, Mesprit, and the Legendary Birds.
Other Useful Characters
There are plenty more useful characters in Pokémon Brilliant Diamond and Shining Pearl:
- The old couple in a field in Floaroma Town who give you Mew and Jirachi.
- The fishermen, who gives you various Fishing Rods.
- The developer of Game Freak, who gives you Charms.
- The character who unlocks the Mystery Gift function in Jubilife City.
- Dawn's little sister in Sandgem Town, who gives you information about Swarms.
