There are two obvious choices for Mona when it comes to artifacts. Firstly, the Emblem of Severed Fate set ramps up Energy Recharge, a key stat, and increases Elemental Burst DMG by a percentage of Energy Recharge. This makes it the strongest choice.
Alternatively, you can opt for Noblesse Oblige, which has Energy Recharge as a primary stat and boost Elemental Burst DMG.
