Through the Mists, the new World Quest series added to Genshin Impact with Version 2.2, largely takes place on Tsurumi Island.
You'll need to complete the chain to dispel the fog that permeats Tsurumi Island, preventing you from exploring fully.
The first quest in the chain is A Particularly Particular Author. You can pick it up from Katheryne at the Adventurer's Guild in Inazuma City.

Kathyrine sends you to Sumida, who can be found in the north-west of Inazuma City.
She gives you a letter to give to Kama, who is found in Ritou. You'll both then travel to Tsurumi Island.
Once there, seek out a young boy named Ruu. Continuing on, you'll come across some NPCs located near a tree.
You'll have to make an offering to this tree, but first touch the perch so the feathers scatter. Use Elemental Sight to locate three, then make your offering.
Report back to Ruu.
Next, you'll need to head to the ceremonial site, and look for the priest there. His name is Mata, and he'll ask you to find the other three perches hidden on the island.
The same process applies - touch the perch first to scatter the feathers.
Chirai Shrine
This tree is located north-east of your position. Just like the first tree, it won't be difficult to access and collect the feathers using your Elemental Sight. However, be careful of enemies that will spawn.
Here is where you'll find the feathers:
Once the offering is made, the fog surrounding the shrine will dissipate.
Shirikoro Peak
First, go to Shirikoro Peak where the perch awaits you inside a cave. Then, guide the three Seelies to their homes, which will lower the water level.
From here, glide down further into the cave to find the first feather. The other two pass through a door, which you'll need to solve a puzzle to get past.
Take the Relay Stone and place it on the tree root you'll find near the locked mechanism, then go north and pick up the next Relay Stone. This goes between the Discharge Stone and the Small Cumulation Stone. Activate the mechanism to open the door.
The second feather is found next to the Ruin Guard, and you'll need to take the enemy down. Then, guide the Seelies to their homes to unlock the mechanism, and lower the water level.
First, glide down and take out the Ruin Destroyer. Then, take the first of two Relay Stones.
Put it between the Small Cumulation Stone and the Discharge Stone.
The second, which you'll need to go back and collect, needs to be placed so the current is directed to the two Small Cumulation Stones next to the door.
Activate the mechanism, head through the door, and claim your third feather.
Return to the perch and make the offering, which dispels the fog from the locality. A cutscene with Ruu takes place. Time to tackle the last perch.
Autake Plains
This tree can be found quite easily, by following the lights in the fog. Speak to Ruu, then touch the perch to scatter the feathers.
The first is found to the west of the perch, accompanied by three Rockfond Rifthound Whelps to kill.
The second is east of the perch, next to an Electrogranum. Activate it, and follow the feather. Take down another Rockfond Rifthound Whelp.
The final feather is south of the perch, on top of a Hilichurl Hut. You'll need to battle a Thundercraven Rifthound Whelp and a Thundercraven Rifthound.
Return and make your last offering. Once done the fog dissipates, but the quest is not yet over.
Head back to the ceremony site, where a cutscene awaits.
Join Kama and return to Ritou, then report to Sumida in Inazuma City to finish the quest.
This concludes A Particularly Particular Author, and the first of four quests to clear the fog.
