In Final Fantasy XIV servers are divided in Data Centers (Regions) and then worlds. To make sure that the population of each worlds is balanced the team implemented a system of "Congested Worlds" on which you can't create new characters.
If you're having trouble creating a character on a server it might be because it is registered as a congested world.
Here are the new changes of worlds for the Data Centers for the curent cycle, this time the only change is that every server listyed below swapped to Standard World:

- Goblin
- Malboro
- Mateus
- Zalera
European Data Center
- Louisoix
- Omega
- Spriggan
Japanese Data Center
- Atomos
- Belias
- Garuda
- Masamune
- Ramuh
- Ridill
- Titan
- Unicorn
- Yojimbo
- Zeromus
Most worlds in the current data centers are now classified as standards worlds.
