In Pokémon GO, some pocket monsters are only available in specific locations. This is the case of Mr. Mime for example, which is only available in Europe. Here is the complete list of Pokémon by region.
With the February 9, 2018 update, Minun and Plusle are no longer regional Pokémon! You can therefore easily find a Plusle in Europe.
