In order to fully complete your Hisui region Pokédex in Pokémon Legends Arceus you'll need to get your hands on Thundurus, and here's how you can do just that
Where to find Thundurus?
You will obviously have to have completed the main scenario before you can meet Thundurus. Once the "Incarnate Forces Of Hisui" quest is unlocked from Cogita, you will only have to look for the three Legendaries. Thundurus is in the third zone of the game.

How to capture Thundurus?
You will understand soon enough that Thundurus is both a runaway and aggressive Pokémon. That is to say, he will move away from you very quickly as soon as you approach and he will not hesitate to throw tornadoes at you to cause you damage. In reality, it is at this precise moment that you will have to show reflexes and speed:
- As soon as Fulguris throws his tornadoes towards you (chase him so that he attacks you), dodge them very quickly and take the opportunity to throw a Ball at him (partner or Ball).
- This will break his wind armor around him: hurry to throw a second Partner Ball at him to initiate the fight
Electric and Flying type, Thundurus will be at level 70. Make sure to take high level Pokémon in your team with one of them knowing the attacks False-Chage (allows not to kill the Pokémon) and Hypnosis in order to put him to sleep. This will make it easier to capture.
Once captured, you will need to put Thundurus in your team and use it in battle in order to raise its Pokédex Page to level 10. In particular, you can make it use the Powerful and Fast Styles to complete some tasks.
