Cute unicorn floaties have been dropped all over the map. They can be found in any region but they are always on swimming holes. It's normal, what's the point of being a buoy if you don't float.
All you have to do is find 3 of them to complete the challenge and get the magnificent Neon Tropics Wrap.
Remember to activate the floaties as you approach them and press "E" by default to complete the challenge.
