This may sound unfortunate, but in reality the solution is not far away. You simply have to use one of the Quickchange character customization terminals. There is one at the very beginning of the game, as well as in some important places. The most practical one, however, is the one aboard the Sanctuary, to the rear.
All you have to do is activate the terminal and pay a moderate amount in dollars to reset all your points and respec them freely.
