In his Paldea form, Wooper has completely changed color and face : from a gray blue, he goes to brown and his needle-shaped "ears" now look like bones.

Wooper evolves into Clodsire at level 20 quite simply. Take him on your team so he can gain experience points and evolve on his own.
Wooper shiny: what does it look like?
