A few days after the deployment of patch 10.4, the League of Legends balancing team decided to make a few changes. Judging Soraka too impacted in her support role, they decided to buff her a bit to make sure that she would be still played in the botlane. On the other hand, Sona Top is still considered too strong, and the champion will once again be nerfed.
Finally, the items with the Immolate passive are also judged too powerful, so the pulse damage will be reduced.

• Pulse cooldown on all items increased: 10 → 12
Bami's Cinder
• Pulse damage reduced: 6-23 (+2% bonus HP) → 6-23 (+1% bonus HP)
Sunfire/Forgefire Cape
• Pulse damage reduced: 26-43 (+5% bonus HP) → 26-43 (+4% bonus HP)
Cinderhulk
• Pulse damage reduced: 12-29 (+4% bonus HP) → 12-29 (+3% bonus HP)
Patch 10.4 Notes: Soraka finally nerfed
Patch 10.4 introduces a new wave of balance changes for champions, but also for items and runes! It also announces the return of the Blood Moon skin family into the Rift.
