The main reason of such rarity is the fact that you cannot purchase them in the store, but that you rather need to exchange them for Gemstones that you can only obtain in Hextech Chests.
In other words, obtaining an Hextech skin is an incredibly long task, that essentially relies on luck. That's also the reason why this family is probably the most prestigious all of Runeterra.
