Pax Jax, Sivir, and Twisted Fate can't be obtained nowadays just like you can't get any skin from the Collector Edition of the game that offered Silver Kayle, Black Alistar, and Human Ryze.
Riot Games never talked about sharing these skins again, until Garena got involved in Asia. As the game company has specific contracts for League of Legends, players from Southern Asia will be able to get their hand on very rare skins via a special event.
This event is basically a lottery and it could take quite some time to get the skin you want but it is still possible.
Garena's policies have often been judged unfair by players from around the globe due to the "abusive" method employed by the company in comparison to how official servers are managed.
It remains to be seen if Riot Games will have something similar regarding these skins in the future.
