Lucian is a popular champion in the professional League of Legends scene right now. Originally an ADC, there have been plenty of occasions where he's found himself elsewhere -- such as in the hands of Heo "Huni" Seung-hoon in the toplane, or popularly this season, in the midlane.
Riot Games doesn't seem too happy about this versatility -- in their eyes, Lucian belongs in the botlane as a priority, At least as a priority selection, to deliver scenes like Park "Teddy" Jin-seong's execution of Park "Viper" Do-hyeon in the 2019 LCK final.
Jeevun Sidhu, Lead Game Designer for League of Legends, shared the preliminary changes that will drop in patch 11.17.
"The goal is to shift power from Mid Lucian to Bot," he explained.
In this context, there are some changes to Lucian's base statistics, and to several of his abilities. The big news is a change in Lightslinger (passive), which will benefit from the buffs that nearby allies have and augment two to four basic attacks with additional magic damage.
The 'bad' news is that he will lose two points of base attack damage -- while it doesn't seem like much, it will affect his strength in the midlane.

These changes are due to go live in Patch 11.17 on August 25. It is worth mentioning that they are still tentative, so they could possibly differ when the patch lands..
