This challenge is part of the Mandalorian XP Quests. You'll have to defeat one of the NPCs: Ruckus. This one is located at the bottom of Hydro 16, at the level of the hydroelectric power station. Ruckus can be inside the building or outside, but never far from the building.
Where to find Ruckus?
The fight against Ruckus is simpler than it seems. While this NPC has an extremely large shield, his HP bar is meager. His aim is also ridiculously bad. Even though he carries a legendary assault rifle, it will rarely hit you if you stay at a good distance.
You shouldn't hesitate to engage the fight once you have a few weapons, and especially enough ammunition to take it down.
Keep in mind that this "boss" has nothing to do with the bosses of previous seasons. Ruckus is excessively clumsy. Your biggest enemies here will be the other players, who will be sure to play the troublemaker and steal your kill on him at the last moment.
As he dies, he will drop his legendary weapon and sometimes an epic rocket launcher! Hydro 16 is likely to become a very interesting spawn at the beginning of Season 5.
